NFPA® 1026, Standard for Incident Management Personnel Professional Qualifications, identifies the minimum job performance requirements (JPRs) for the broad range of personnel performing roles within an all-hazard incident management system. The significantly revised 2024 edition offers updated JPRs consistent with, complementary to, and supportive of the National Incident Management System (NIMS) Incident Command System (ICS) Core Competencies.

Important changes include:

  • Added requirement for continuing education and professional development for all incident management positions
  • Expanded scope of the incident commander to include contamination control and the physical, medical, and behavioral health of responding personnel
  • Revised scope to clarify the authority of the incident commander to assign personnel within the ICS, and information added to explain the process of appointing command staff advisors, including ICS certification requirements
  • Expanded scope of the safety officer to include contamination control and traffic incident management
  • Addition of two new chapters and four new annexes:
    • Chapter 20 and Chapter 36 added to provide JPRs for the unit leader, group supervisor, branch director, and section chief of the intelligence/investigation function
    • Added Annexes C through F to provide increased clarity on the following aspects of NIMS: the “Planning P,” emergency operations centers, area command, and expanded area command using zones
    • New Annex E, Area Command, replaces the former Annex C, Area and Unified Area Commands
  • Terminology added to Chapter 3 to support the new JPRs and annex material
